The responsibility for the organization, performance of duty, and training of the entire command lies with the Commanding Officer (CO). The Command Master Chief plays a vital role in providing input on enlisted matters and ensuring that the needs of the enlisted sailors are met, but the ultimate authority and responsibility rest with the Commanding Officer. The Executive Officer (XO) supports the CO and manages the day-to-day operations, making them crucial for maintaining the command's functioning; however, they do not hold the same level of overall responsibility for the entire command's performance as the CO. Lastly, an Administrative Assistant provides support and administrative functions but does not have overarching responsibility for the organization's performance and training.
